An official appointment ceremony for the Chief Commissioner and members of the Steering Committee of the Judicial Research and Training Institute was held with due formality at the Supreme Court at 11:30 a.m. on May 27 (Tue), 2025.

The term of Mr. Kim Ji Hyung (Former Justice of the Supreme Court and current Representative Attorney at Jipyong LLC), who had served as Chief Commissioner of the Steering Committee for the past six years, ended on May 26, 2025. In succession, the Chief Justice of the Supreme Court appointed Kim Yong deok, former Justice of the Supreme Court and currently an attorney at Kim & Chang, as the new Chief Commissioner of the Steering Committee. In addition, due to the expiration of terms and other changes in professional status, seven committee members were replaced, while three members were reappointed.

The Chief Justice attended the appointment ceremony in person and conferred certificates of appointment upon eight of the eleven newly appointed or reappointed members, including the new Chief Commissioner, Kim Yong deok. Following the ceremony, the Chief Justice engaged in cordial discussions over a luncheon with the Chief Commissioner, committee members, and the President of JRTI, exchanging insights and perspectives on the current status and future development of the Institute.

The Steering Committee of JRTI is established pursuant to Article 74-5 of the Court Organization Act. It is mandated to deliberate on key matters concerning the operation and educational programs of JRTI, including the fundamental direction of training, curriculum design, and other major issues prescribed by the Supreme Court Regulations. The Committee convenes at least once a year to review and advise on the principal plans and core strategies for the advancement of JRTI.

The Committee consists of 10 to 15 members, each appointed by the Chief Justice of the Supreme Court to a two-year term. Members include distinguished individuals from within and outside the judiciary, encompassing the legal profession, academia, business, media, and civil society—each recognized for their academic competence and integrity.
